Arlington, Va. – Aerospace Industries Association (AIA), the leading voice for the American aerospace and defense industry, today announced that Capitol Hill staffers Parker Chapman and David Winfrey are joining the organization as Senior Directors of Legislative Affairs.       

“Maintaining strong relationships on Capitol Hill is essential for advancing our mission and achieving our policy goals,” said AIA President and CEO Eric Fanning. “As we aim to expand our footprint on Capitol Hill, bringing on seasoned professionals like David and Parker is crucial. Their far-reaching experience, policy chops, and proven ability to get legislation across the finish line will be instrumental in ensuring our continued success and effectiveness in our advocacy efforts.”

Parker Chapman joined AIA this week following his role as Staff Director for the U.S. House Committee on Foreign Affairs Subcommittee on Oversight and Accountability. Parker has also served as Staff Director for the U.S. House Committee on Veterans’ Affairs Subcommittee on Oversight and Investigations. He holds a Bachelor of Arts in History from Amherst College.

David Winfrey will join AIA in January 2025 after serving as Deputy Chief of Staff for Rep. Kay Granger (R-TX), Chair Emeritus of the House Appropriations Committee. David also led Rep. Granger’s legislative team as Legislative Director. He holds a Bachelor of Business Administration from Baylor University.

In addition, AIA has brought on Dean Johnson, a former staffer with Rep. Dina Titus (D-NV), who now serves as Manager of Legislative Affairs.
