Nora Khalil is the Vice President of Legislative Affairs at the Aerospace Industries Association (AIA), where she oversees AIA’s extensive Capitol Hill outreach on topics such as government funding, defense, space, and civil aviation policy.

Khalil joined AIA with over two decades of experience in both the private and public sectors, including roles in Congress and the Executive Branch. Throughout her career, she has focused on strategic external outreach, connecting Congress with key stakeholders to advance critical national security and legislative priorities. Most recently, Khalil served as a professional staff member for the House Appropriations Energy and Water Subcommittee and was the top Republican staffer on the Senate Appropriations Energy and Water Committee.

From 2017 to 2020, Khalil was the Associate Administrator for External Affairs at the National Nuclear Security Administration (NNSA). Prior to that, she held similar roles at the Defense Nuclear Facilities Safety Board and the Naval Reactors division of NNSA. Khalil began her career on Capitol Hill, serving as Legislative Director for former Rep. Ron Packard (R-Calif.) and Chairwoman Emerita Rep. Kay Granger (R-Texas). Khalil is a graduate of Loyola Marymount University in California.
